The International Rice Research Institute (IRRI) is the world’s premier research organization dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, nonprofit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, the Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.
The World Bank supported APART project aims to increase productivity and profitability of small and marginal farmers in rice-based cropping systems and facilitate agri-business investments, market access, and enable smallholder farmers and agro-entrepreneurs to produce crops resilient to recurrent floods or droughts in 16 districts of Assam. In collaboration with project partners in Assam, India, IRRI is implementing remote-sensing technology to characterize and map: (i) existing rice-based cropping pattern, (ii) rice-fallow areas, (iii) flood-prone areas, and (iv) drought prone areas, in order to target suitable technology interventions through extrapolation domain technique combined with adaptive field trials and demonstrations of suitable agronomic management practices.
Under the general supervision of the IRRI Lead, GIS & Remote Sensing, the incumbent to this position will coordinate, develop and validate innovative remote sensing based methods to identify rice-based cropping systems, management practices, irrigated area mapping, land use and land cover change, ecological interactions and database management. The incumbent will provide necessary technical support to project scientists/ project staff and facilitate the execution of planned GIS activities in close coordination with Assam Agriculture University, Department of Agriculture and other stakeholders. This position will lead a project team in Assam in products delivery and implement suitable information technology for information and knowledge dissemination to the stakeholders and help in on-going effort of strengthening capacities of local partners in remote-sensing and GIS specifically for monitoring rice-fallow and stress prone areas in target geographies. The incumbent will (i) coordinate data gathering and processing for key GIS outputs for the project, (ii) deploy remote-sensing and geo-informatics techniques to characterize existing rice-based cropping pattern and rice-fallow areas, and elucidate abiotic constraints to rice production in relation to existing rice growing environments in target geographies (focusing on floods and droughts), (iii) conduct adaptive trials and demonstration for technology interventions and use of extrapolation domains for scaling-up interventions, (iv) maintain productive interactions with other components in IRRI-Assam projects to synergize effort toward overall project outcomes, (v) engage with stakeholders, local government, farmer groups, and other project partners to maintain mutual trust and healthy communications.
This position will be based at the IRRI India Hub Office in Jorhat at Assam and may only be filled by permanent citizens of India.
Roles and Responsibilities
Support in managing development, testing and validation of innovative remote sensing based methods (using SAR, thermal, multispectral remote sensing sensors) to identify rice-based cropping systems and management practices
Assess and Evaluate, identify and characterize rice fallow, stress-prone areas (flood, drought, and salinity)
Review and evaluate the research findings and contribute to the writing of reports, research papers, and other communication material.
Coordinate with internal/external key research partner(s) including government, local NGOs, local farmer groups, and universities to create the best suitable management pathway(s).
Support collaborating partners to define the scope of research activities and harmonize the undertakings of the team(s) assigned in districts.
Maintain linkages with local government unit, partners, farmer groups, and universities to ensure smooth execution of field activities and work plan
Recommend interventions to resolve technical errors for successful completion of the research study
Ensure efficient data management to guarantee quality data, data back up and data integrity
Contribute to reviewing existing course of actions, and support in in the development work plans, milestones and implementation of research activities
Contribute to prepare project reports and papers for presentation at policy and academic forums
PhD in Remote Sensing, GIS, Geography, Environmental Science or other related discipline with minimum 1 year of relevant post PhD work experience in GIS & Remote Sensing; Or
Masters in Remote Sensing, GIS, Geography, Environmental Science or other related discipline with minimum 3 year of relevant post Masters work experience in GIS & Remote Sensing
Has extensive proven technical proficiency in remote sensing and GIS with proven skills in vegetation phenology, irrigated area mapping, land use and land cover change, climate change, ecological interactions and database management; integrated productivity analysis using physical (soil, water, and climate) and farmer databases
Has a good working knowledge of remote sensing and GIS software, Database and Computer languages Including ERDAS, ENVI, Geomatica
Experience of any of one statistical and scientific data analysis software - Matlab, SAS, SPSS, SPAD, and SWAT
House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
Transport Allowance: A monthly transport allowance is provided to NRS as below: NRS L6: INR 5,000
Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay
Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
Education Allowance: INR 1000/- per child per month (limited 2 children)
