Job Purpose

IRRI India is implementing a livelihood security project in the State of Odisha funded by the Indian Government. The program is composed of 5 individual project interventions with different components to be implemented in 30 districts with an estimated budget of USD 12 million in 5 years. Each component is an intervention that will assist in enhancing rice productivity of Odisha State. The first component will focus on strengthening seed systems of stress tolerant rice varieties through innovative demonstration & extension approaches; the second component will validate and develop extrapolation domain mapping methodology to identify the suitability of rice base cropping systems in underutilized stress prone rice fallows areas’ of the state; the third project component intends to increase profitability and productivity by introducing the Rice Crop Manager software; the fourth component will help increase rice productivity through innovative extension methods, creating knowledge management banks, fostering partnerships and capacity building of target partners; and the fifth component will assist in reducing risk of production by working with key stakeholders in developing crop insurance for farmers considering affordability and economic viability. This component introduces the Satellite Remote-Sensing Based Rice Monitoring System to assess the loss during natural calamities. Each project component contributes to the overall goal to increase the productivity of rice-based cropping systems and farmers’ income in Odisha.


Under the supervision of Scientist - GIS and Remote Sensing, this position will manage the delivery of project objectives in Component 2 (Targeting rice fallows: a cropping system based extrapolation domain approach (GIS)) related to technology targeting ensuring that project goals, objectives and outcomes are achieved and delivered within the duration of the project. Provide technical advice to other project components related to his/her expertise (Soil Quality and Water Management) when necessary.

Roles and Responsibilities

Purpose

  • Design, implement, monitor, and evaluate the project study related to cropping system experiments, test of water & resource saving technologies, and innovative materials, demonstrations of appropriate pulse and rice cultivars in rice-fallow cropping systems;
  • Plan, validate and target appropriate technologies in different eco-systems using suitability domain maps of different cropping system;
  • Identify land use requirements and define parameters of different cropping system;
  • Synthesize and verify quality of field data and interpret research findings based on the defined objective;
  • Analyze the research data, develop reports, training manual and research papers

Engagement

  • Align with internal/external key research partner(s) including government, local NGOs, local farmer groups, and universities to create best suitable management pathway(s);
  • Work together with project leaders and/or collaborating partners to define the scope of research activities and harmonize the undertakings of the team(s) assigned in districts;
  • Secure linkages with local government unit, partners, farmer groups, and universities to ensure smooth execution of field activities and work plan.

Delivery

  • Analyze and recommend interventions to resolve appearing difficulties such as setbacks through technical errors, license and/or other complex issues that affect the successful completion of the research study
  • Supervise the implementation of data management to guarantee quality data, data backup and data integrity
  • Review existing course of actions, develop work plan, set milestones and supervise the implementation of research activities
  • Prepare and assure quality of project reports and papers for presentation at policy and academic forums.
Qualifications
  • Master Degree in Agronomy, water, soil other related discipline with 6 years’ relevant work experience; Or,
  • PhD Degree in Agronomy, water, soil other related discipline with 3 years’ relevant work experience Equivalent training/experience
Skills Required

Mandatory

  • Has extensive proven technical proficiency in conducting station and adaptive trials and promoting agricultural technologies at farmer’s field in rain fed rice-fallow system
  • Has good experience of water and resource saving technologies Has proven track records of writing research papers and/or reports
  • Has experience of using GIS and remote sensing technologies for targeting technologies in different agro-ecologies
  • Has experience with implementing data management tools, statistical methods and procedures and tools (SAS, SPSS and others)
  • Has extensive research management experience Has experience leading/supervising a team Has strong communication and decision-making skills

Preferred

  • Has experience of writing/contribution to project proposals

Allowances

  • House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
  • Transport Allowance: A monthly transport allowance is provided to NRS as below: NRS L6: INR 5,000
  • Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay.
  • Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
  • Education Allowance: INR 1000/- per child per month (limited 2 children)
