Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

Job Purpose

IRRI India is implementing a project on “Increasing Productivity of Rice-Based Cropping Systems and Farmers’ Income in Odisha” funded by the Government of Odisha. The program aims to enhance and stabilize rice productivity and increase farmers’ income particularly in stress prone areas and establish sustainable rice based farming systems. The program is composed of 5 individual sub project interventions that will be implemented in 30 districts. The first component will focus on strengthening seed systems of stress tolerant rice varieties through innovative demonstration & extension approaches; the second component will validate and develop extrapolation domain mapping methodology to identify the suitability of rice base cropping systems in underutilized stress prone rice fallows areas’ of the state; the third project component intends to increase profitability and productivity by introducing the Rice Crop Manager software; the fourth component will help increase rice productivity through innovative extension methods, creating knowledge management banks, fostering partnerships and capacity building of target partners; and the fifth component will assist in reducing risk of production by working with key stakeholders in developing crop insurance for farmers considering affordability and economic viability. This component introduces the Satellite Remote-Sensing Based Rice Monitoring System to assess the loss during natural calamities. Each project component contributes to the overall goal to increase the productivity of rice-based cropping systems and farmers’ income in Odisha.

This position will be responsible for supporting learning from implementation of solutions to design adaptive management measures. Incumbent will be working with and inspiring project members and key stakeholders across different component. The position is expected to undertake ongoing assessment of current approaches, methods and tools for innovation (technical, policy, institutional) introduction, dissemination. Providing inputs into communications and policy engagement strategies of the project will be key for the role.

This position will be based out of the IRRI India Office at Bhubaneswar in Odisha, India, and may only be filled by permanent citizens of India.

Roles and Responsibilities


  • Gather insight into current approaches for technology/innovation introduction, dissemination and capacity development under the project and objectives it meets.
  • Assess the adopted approaches and methods for introduction, dissemination for their effectiveness and efficacy.
  • To gather needs for the project in order to ideate strategic tools for their achievement and better performance including ability to sustain and cascade gains after the project period.
  • Provide support to project team for purposes of maintaining sustainability and identify scope for further growth.
  • Provide inputs into communication and policy engagement strategy of the project based on the learning generated.
  • To design and lead ‘collective learning’ by working closely with the teams for generation of joint learning for all.
  • Actively contribute to facilitation and development of action plans by the component leads or identified resources.


  • Actively work with the project team and key stakeholders to understand the current adopted techniques and the outcomes achieved since the commencement of the project.
  • Coordinate and network with government officials, partner organisations to gather feedback and formulate adaptive management strategies.
  • Efficient facilitation of learning processes at all levels to understand needs of the project and stimulate innovative ideas and testing of new approaches.
  • Build external relation to establish plan for implementation of recommended and agreed innovation and scaling strategy


  • Lead design and facilitation of learning processes with the project team
  • Analyse and articulate opportunities, tools and approaches for scaling up new knowledge
  • Lead documentation of innovation and scaling processes.
  • Facilitate collective learning with project team and stakeholders for revision of project related strategies as appropriate.
  • Contribute to project related communications and publication of scientific articles on innovation and scaling
  • PhD in Agriculture Extension/economics/innovation systems/international development/rural management or any other related field with minimum 3 years of experience, or;
  • Masters in Agriculture Extension/economics/innovation systems/international development/rural management or any other related filed with field with 5 years of experience.

  • Strong understanding of and experience in analyzing agricultural innovation and scaling processes
  • Applied experience in designing and facilitating multi-stakeholder collective learning processes
  • Strong facilitation, consultation and convening skills and experience.
  • Confident and strong communication skills
  • Strong interpersonal skills and ability to build productive relations.
  • Well organized and strong management skills and ability to establish and work to priorities.
  • Self-motivated and ability to work independently
  • Strong English writing skills


  • Training experience will be an added advantage.


  • House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
  • Transport Allowance: A monthly transport allowance is provided to NRS as below: NRS L7: INR 5,000
  • Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay.
  • Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
  • Education Allowance: INR 1000/- per child per month (limited 2 children)
