Job Purpose

IRRI India is implementing a project on “Increasing Productivity of Rice-Based Cropping Systems and Farmers’ Income in Odisha” funded by the Government of Odisha. The program aims to enhance and stabilize rice productivity and increase farmers’ income particularly in stress prone areas and establish sustainable rice based farming systems. The program is composed of 5 individual subproject interventions that will be implemented in 30 districts. The first component will focus on strengthening seed systems of stress tolerant rice varieties through innovative demonstration & extension approaches; the second component will validate and develop extrapolation domain mapping methodology to identify the suitability of rice base cropping systems in underutilized stress prone rice fallows areas’ of the state; the third project component intends to increase profitability and productivity by introducing the Rice Crop Manager software; the fourth component will help increase rice productivity through innovative extension methods, creating knowledge management banks, fostering partnerships and capacity building of target partners; and the fifth component will assist in reducing risk of production by working with key stakeholders in developing crop insurance for farmers considering affordability and economic viability. This component introduces the Satellite Remote-Sensing Based Rice Monitoring System to assess the loss during natural calamities. Each project component contributes to the overall goal to increase the productivity of rice-based cropping systems and farmers’ income in Odisha.

This position will be the key driver in the Plant Breeding area across different components. Under the general direction of the Development Specialist – Agricultural Research, conceptualize, plan and conduct research studies including activities such as preparation, improvement and/or development of necessary research tools, data collection, analysis and interpretation. Work closely with collaborating partner(s), exchange information and present research findings (through conferences and/or publications).

This position will be based out of the IRRI India Office at Bhubaneswar in Odisha, India, and may only be filled by permanent citizens of India.

Roles and Responsibilities

Purpose

  • Lead and manage the overall design for scaling up models for stress tolerant rice varieties (STRVs), field evaluation and coordination with the stakeholders in the field of Seed system
  • Lead the strategies to engage public and Pvt. Seed partnerships in Odisha and plan out-scaling approaches for accelerating the adoption and impact of STRVs.
  • Manage and monitor activities on multiplication of different classes of seed, seed dissemination, seed cafeterias, H2H trials on a regular basis to ensure the efficiency of the operation
  • Identify and pretest the appropriate protocol for the implementation of the experiment(s) and other activities related to strengthening of seed systems.
  • Ensure that research and development procedures follow the experimental protocol as described in the outline.

Engagement

  • Collaborate with supervisor/project leaders and/or collaborators to discuss the scope of specific research
  • areas
  • High level engagement with various stakeholders including NARES partners, NGO’s, private sectors,
  • government agencies and public & Pvt. Seed sector.
  • Establish linkages with collaborators and partners regarding the implementation of project
  • Coordinating donor reporting and donor liaising for the project and assist project coordinator for same.
  • Represent the subproject at various forums and meetings.

Delivery

  • Analyze and prepare donor reports, progress reports, and suitable documents as and when needed
  • Present project in seminars and/or conferences (local/international)
  • Prepare training materials and acts as a resource person in training within and outside IRRI
Qualifications
  • PhD in Plant Breeding and 3 years of post PhD experience; or
  • Masters in Plant Breeding and 8 years of Post Masters Experience
Skills Required

Mandatory

  • Has knowledge and extensive experience in the field of seed sector, breeding programs, agri and allied subjects,
  • Has strong oral and written communication and scientific documentary skills
  • Has strong organization and interpersonal skills
  • Has experience of working with government stakeholders, (Ministries, national partners)
  • Has experience of extensively working with and managing partners
  • Has experience with rural development approaches
  • Has experience on data analysis and statistical tools like SPSS/STATA, Research designer soft wares like Survey Be/ODK/CSPRO etc.

Preferred

  • Working experience seed sector, varietal promotion and evaluation programs, breeding trials
  • Work experience with international organization and area of international development
  • Good understanding of Rural livelihood

Allowances

  • House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
  • Transport Allowance: A monthly transport allowance is provided to NRS as below: NRS L7: INR 5,000
  • Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay.
  • Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
  • Education Allowance: INR 1000/- per child per month (limited 2 children)
