The International Rice Research Institute (IRRI) is the world’s premier research organization dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. Working with in-country partners, IRRI develops advanced rice varieties that yield more grain and better withstand pests and disease as well as flooding, drought, and other harmful effects of climate change.

Job Purpose

India has the world’s largest area under rice cultivation and is one of the largest producers of rice, accounting for 20% of global rice production. IRRI and India have been successfully collaborating for more than five decades. Formal collaboration between India and IRRI dates back to 1967 and was formalized under the ICAR-IRRI Memorandum of Agreement for cooperation in research and training.  The Government of India recently approved the establishment of an IRRI South Asia Regional Centre (ISARC) at Varanasi in the State of Uttar Pradesh.  It represents an exciting new opportunity to develop an even stronger partnership with India and other SAARC Member States. ISARC will include a Centre of Excellence on Rice Value Addition (CERVA) at the National Seed Research and Training Centre (NSRTC), Varanasi.  A node of the IRRI Education will be established to provide training to strengthen the capacity of rice-growing countries in both South Asia and Africa, enhancing south-south collaboration. It will also have the capacity to conduct courses in other areas of relevance to the rice sector.

Under direct supervision of the Manager - Finance & Accounting, this position will be responsible for providing assistance in all transaction processing – payments for goods & services, payroll, withholding and deposit of taxes, OCS reporting, etc. The incumbent will also be accountable for maintaining information and records as essential and appropriate supporting terms defined by internal and external audits and Donor reviews. This position will also act as an interim administrative support for the location.

This position will be based at the IRRI South Asia Research Center(ISARC) in Varanasi, UP and may only be filled by permanent citizens of India.

Roles and Responsibilities


  • Review all invoices, expense claims, etc. from staff and vendors to check claims and validate documentation for approval
  • Review LoAs with partners, assist with Due diligence process, recommend payments & liquidation of funds by project collaborators and partners
  • Ensure adherence to IRRI’s policies and procedures
  • Ensure compliance to local law and good practice
  • Ensure correct and timely processing of all invoices and expense claims
  • Guide staff on policy & procedural matters.
  • Provide administrative support in facilitating workshops/training events, hotel bookings and other support as may be required.


  • Work closely with staff in Varanasi and Delhi to support efficient & effective implementation of the project;
  • Communicate and work closely with Corporate Service leads at IIO, Delhi, to follow correct processes and ensure adherence to IRRI financial policies and procedures;
  • Regularly coordinate with all staff, vendors and partners to ensure appropriate documentation, timely review and release of payments
  • Liaise with staff and vendors as may be required, for seeking clarification and sharing updates
  • Keep supervisor informed on status and progress of work and seek support as required.


  • Process invoices, expense claims, request for advances, validate documentation for approval and ensure
  • Prepare OCS financial reporting and share monthly statements as required
  • Handle Banking operation in Varanasi, UP.
  • Monitor advances and follow up on timely settlement



Master’s Degree in Accounting with 3 years of relevant experience, or

Bachelor’s in Commerce with 5 years of relevant experience.

Skills Required


  • Knowledge of accounting principles & practice
  • Working knowledge of taxation and labor law
  • Proficiency in MS Office, Excel and e financial systems
  • Capability to learn new financial software applications
  • Good written and oral communication skills


  • Prior experience in international organization


  • House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
  • Transport Allowance: A monthly transport allowances is provided to NRS as below: NRS L4: INR 4,000
  • Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay.
  • Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
  • Education Allowance: INR 1000/- per child per month (limited 2 children)
