Job Purpose

Under direct supervision of the Manager - Finance & Accounting, this position will be responsible for managing all transaction processing – payments for goods & services, payroll, withholding and deposit of taxes, OCS reporting, etc. Also responsible for ensuring documentation of information and records as essential and appropriate to support internal and external audits and Donor reviews.

This position will be based out of the IRRI India Office at New Delhi and may only be filled by permanent citizens of India.

 

Roles and Responsibilities

Purpose

  • Manage processing of all invoices, expense claims and other financial payment requests from staff and vendors for final approval and processing including reviewing document validation and completion.
  • Overseeing error free payroll processing while ensuring appropriate documentation and enrollment in local employment benefits for new staff.
  • Evaluating and analyzing LoAs with partners, ensuring due diligence process.
  • Assessing, evaluating and making recommendations on payments & liquidation of funds by project collaborators and partners
  • Ensure adherence to IRRI’s policies and procedures in all financial processing.
  • Ensure compliance to local law and recommending introduction of good practices where relevant
  • Ensure correct and timely processing of all invoices and expense claims
  • Independently attending to staff queries and provide guidance on policies and procedures

Engagement

  • Manage internal staff relations and support
  • Communicating with key stakeholders to guide and update on processes.
  • Develop and maintain relations with vendors and partners to ensure appropriate documentation, timely review and release of payments.
  • Managing information sharing with key stakeholders including the team.

Delivery

  • Overseeing an error free transaction processing including invoices, expense claims, request for
  • advances in line with the IRRI policy and local employment law.
  • Managing due diligence and approvals in documentation completion per IRRI defined policies for
  • different country office locations.
  • Developing and presenting OCS financial reporting per defined timelines and share with key
  • stakeholders.
  • Conducting Bank reconciliations to ensure error free budget management.
  • Monitoring and tracking advances to ensure timely settlement of payment.
Qualifications

Master’s Degree in Accounting with 5 years of relevant experience; or; 
CA Intermediate with 3 years of experience.

Skills Required

Mandatory

  • Knowledge of accounting principles & practice
  • Working knowledge of taxation and labor law
  • Proficiency in MS Office, Excel and e financial systems
  • Capability to learn new financial software applications
  • Good written and oral communication skills

Preferred

  • Prior experience in international organization

Allowances

  • House-Rent Allowance: IRRI provides a house rent allowance of 40% of base pay per month.
  • Transport Allowance: A monthly transport allowance is provided to NRS as below: NRS L5: INR 4,000
  • Dearness Allowance: One Hundred and Thirteen percent (113%) of employee’s base pay.
  • Leave Travel Allowance (LTA): One-month base pay per annum, on availing minimum 2 days of vacation leave
  • Education Allowance: INR 1000/- per child per month (limited 2 children)
