Opportunity in Water Power Technologies Strategy and Engagement

The Energy Efficiency and Renewable Energy (EERE) Science, Technology and Policy (STP) Program serves as a next step in the educational and professional development of scientists and engineers by providing opportunities to participate in policy-related projects at DOE's Office of Energy Efficiency and Renewable Energy in Washington, D.C. Participants will become part of a group of highly-trained scientists and engineers with the education, background, and experience to be part of the workforce that supports the DOE's mission in the future.

The participant will learn how the Water Power Technologies Offices carries out its mission to conduct early stage research and development to advance marine energy and hydropower technology development and gain hands-on experience by applying their knowledge within specific fields of expertise aligned with the Office's work areas. The participant will be placed with the Marine Energy Team within the Water Power Technologies Office, which works to facilitate the development and deployment of these technologies in an environmentally-sound and cost-effective way through focused research and development, stakeholder collaboration, and funding opportunities to overcome technology and deployment barriers.

The areas of professional development a participant may engage in include:
⢠Learning to work in a dynamic team setting to understand key technological, ecological, regulatory and socio-economic issues and best practices for environmentally sustainable Marine Energy development;
⢠Researching and providing analysis of policies that support DOEâs work under Executive Order 13840 on Ocean Policy to Advance the Economic, Security, and Environmental Interests of the United States;
⢠Participating in the development of recommendations for addressing barriers to testing and deployment of MHK devices and learning how to work with regulatory agencies to help address data needs and perceptions of risk that lead to permitting challenges for new technologies;
⢠Learning how to assess proposed legislation for relevance to marine renewable energy development;
⢠Interacting with industry and environmental groups to understand how these groups determine their highest priorities for future research; and
⢠Observing, interacting with, and analyzing activities of the DOE-led Federal Offshore Renewable Energy Working Group.

Participant Benefits

Selected candidates will receive a stipend as support for their living and other expenses during this appointment. Stipend rates are determined by EERE officials and are based on the candidateâs academic and professional background. Relocation expenses, not to exceed $5,000, incurred in relocating from the participant's current address to Washington, D.C. (if more than 50 miles from the address shown on the application), may be reimbursed. Participants will receive a travel allowance of $10,000 per appointment year to cover travel-related expenses to scientific and professional development activities.

Nature of Appointment

The participant will not enter into an employee/employer relationship with ORISE, ORAU, DOE, or any other office or agency. Instead, the participant will be affiliated with ORISE for the administration of the appointment through the ORISE letter of appointment and Terms of Appointment.

Preferred Skills:
â¢Understanding of advanced concepts, principles, and practices of energy efficiency and renewable energy systems and technologies in the assigned program area.
â¢Expert knowledge of energy technologies in order to recognize realistic opportunities for renewable energy efficiency or alternative energy technologies based on practical considerations and cost/benefit potentials.
â¢Extensive knowledge of the Energy Policy Act of 1992; National Energy Conservation Policy Act; Title IV, Part B of the Energy Conservation and Production Act; Energy Policy and Conservation Act; Energy Security Act; and the DOE Financial Assistance Regulations.
â¢Knowledge of policy analysis and evaluation.
â¢Knowledge of the principles, methods, practices and techniques of marketing and communication.
â¢Knowledge of Federal and departmental goals, policy, programs, projects, and efforts related to assigned program areas.
â¢Ability to communicate effectively with individuals and groups at all levels, both orally and in writing.
