Job Purpose

With support from the Bill & Melinda Gates Foundation and U.S. Agency for International Development, the Cereal Systems Initiative for South Asia (CSISA) has worked as an eco-regional initiative to support agricultural development in South Asia since 2009. CSISA’s aim is to use sustainable intensification technologies and management practices to enhance the productivity of cereal-based cropping systems, increase farm incomes, and reduce agriculture’s environmental footprint. By engaging with a network of partners, CSISA is built on the premise that transformative development typically requires not one single change, but the orchestration of several. CSISA in year 3 onwards proposes to continue the strong emphasis on ensuring that partners in the public and private sector are better poised to contribute to change on a sustaining basis by addressing areas of systemic weakness.

Under the minimal direction of the Senior Scientist I (IRRI CSISA Coordinator), manage the   Cereal Systems Initiative for South Asia (CSISA) project activities at various locations across India ]. The incumbent will strategically lead and plan for implementation and monitoring of CSISA project activities to achieve the overall project goal. S/he will work with the hub teams for developing the annual work plans and monitor the implementation and finalize reports for submission to various stakeholders, sustain existing partnerships and create new associations. S/he will explore a better integration of agronomic research and development within broader topics of high relevance to donors (e.g. gender issues, climate change etc) in view of future proposals.

Roles and Responsibilities

Purpose

  • Lead, plan on implementation & monitoring of CSISA project activities to achieve the overall project goal and agreed milestones
  • Develop & Review annual work and budget plans based on program objectives to define team activities, plan specific outputs in coordination with the program management unit
  • Act as the Operational Head for CSISA project staff in Odisha and other IRRI CSISA staff based at various locations in India to manage operational activities across sites
  • Develop,oversee implementation of agreed objectives, outputs & time lines as reflected in approved impact pathway and result framework documents
  • Manage, monitor expenditures. Liaise with IRRI financial office to ensure adequate financial reporting that operations follow the principle of full cost recovery.
  • Coordinate activities to conduct participatory science, technology evaluations and research across various CSISA sites, especially with KVKs in India.
  • Help to conceptualize, build a dynamic advisory and intelligence systems related to decision agronomy in collaboration with partners including state departments.
  • Manage, guide implementation of research support activities to ensure timely data collection, management, analysis, dissemination of result and information.
  • Finalize reports for submission to supervisor and stakeholders and technical literature to disseminate results.
  • Ensure oversight of risks and mitigation strategies to ensure delivery of the Project in line with agreed objectives.

Engagement

  • Develop and maintain partnerships with various stakeholders including NARES partners, CSISA project staff in India, Bangladesh, and Nepal (CIMMYT, IFPRI, and IRRI), and CSISA management to implement activities to meet the agreed CSISA project outputs and time lines
  • Engagement with public, civil & private sectors for development and delivery of technologies for improved cereal production
  • Coordinate with collaborators and partners regarding implementation of CSISA
  • Participate in Institute wide activities and represent IRRI at various meetings or events
  • Organize and coordinate workshops, conferences and training (national and international) for CSISA capacity building of partners
  • Collaborate within country partners and IRRI team including objective leaders, and other scientists to achieve project milestones
  • Oversight of the Project in liaison with IRRI India and HQ finance to ensure compliance

Delivery

  • Identify, develop & implement models & tools for promoting modern system intensification technologies/interventions
  • Organize & coordinate workshops, conferences, training (national and international) & exposure visits for capacity building of partners
  • Manage implementation of communication strategies & promote dissemination of project findings through workshops & popular communication channels
  • Publish  & contribute to articles in peer-reviewed journals/digests that highlight findings from research and experiment activities showcasing scientific leadership
  • Contribute to development of training modules and outreach materials for rice and rice-based cropping systems in southern and eastern India
  • Identification & creation of new associations and investment opportunities
  • Ensure risk management & control
Qualifications

PhD in Agronomy/ Soil Science and a minimum 8 years of experience in working on crop and natural resource management, precision agronomy, alternative crop establishment methods, and related mechanization. Knowledge of use of advanced statistical tools and programs such as  use of R for exploratory data analysis and regression; geo-statistics with R/gstat (variograms, kriging); spatial regression; CART and Random Forests, etc.

  • Has excellent leadership skills
  • Has excellent oral and written communication and interpersonal skills.

  • Has strong report and paper / manuscript writing skills
  • Knowledge of advanced statistical tools and programs including use of R for exploratory data analysis and regression and CART and Random forest, etc.

Preferred

  • Has worked in an international organization

Allowances

House Rent Allowance

IRRI provides a house rent allowance of 40% of base pay per month.

Transport Allowance

A monthly transport allowances are provided to NRS as follows:

·      Job level 8: INR 10,000

Dearness Allowance

One hundred and thirteen percent (113 %) of employee’s base pay

Leave Travel Allowance

(LTA)

One month base pay per annum1 on availing minimum 2 days of annual/vacation leave

Education Allowance

INR 1,000/- per child per month (limited to 2 children
