Job Purpose

<p style="text-align: justify;">In collaboration with the Department of Agriculture, Government of Andhra Pradesh, Acharya Nayukulu Gogineni Ranga Agricultural University (ANGRAU), and sarmap, the International Rice Research Institute (IRRI)  is establishing a satellite-based rice monitoring system (SRMS) for the state of Andhra Pradesh for the purpose of (i) facilitating regular crop condition updates to promote greater market stabilisation and improved food security, (ii) strengthening the preparedness of the state government to respond to flood, drought, cyclone and other natural disasters affecting rice production in the state by supporting policy planning and relief effort,  and (iii) improving efficiency of the implementation of Pradhan Mantri Fasal Bima Yojana(PMFBY) crop insurance schemes for rice farmers in Andhra Pradesh. For effective establishment and application of the SRMS, dedicated effort must be made to collect and analyze high quality in-situ data for parameters calibration and for products verification and validation. Likewise, provision and processing of secondary data is critical for the system to capture locally relevant land use information. This position will coordinate in-situ data gathering and secondary data gathering for the project and data processing for products generation. The Specialist will participate and overseas data collection, cleaning, and quality control focusing on data use for GIS and remote-sensing applications.  The incumbent will work closely with the supervisor (Scientist, Crop Modeller) in capacity building activities to equip NARES partners with remote-sensing and GIS technology to generate and adapt and make use of rice information products to achieve project goals on food security, resilient, and crop insurance.</p>
<p><strong>This position will be based at Guntur/Vijayawada, Andhra Pradesh.</strong></p>

Roles and Responsibilities
<span class="JD-FieldText" id="JDText-Field3" style="color: rgb(51, 51, 51);">
<li>Manage data collection activites by the local team  and verify the quality of field data for remote-sensing products calibration and validation</li>
<li>Review and Organize GIS data input and output and synthesize rice monitoring observation on a regular and systematic basis</li>
<li>Recommend application of findings to help prioritize, guide and identify future research for development needs</li>
<li>Contribute in publishing research papers in international peer-reviewed journals.</li>
<p>Establish, coordinate and maintain linkages with project team members, local government, partners, farmer groups and universities to ensure smooth execution of field activities and work plan;</p>
<li>Supervise the collection of data to guarantee quality data, data back up and data integrity;</li>
<li>Manage direct reports, develop work plan, set milestones and supervise the implementation of research activities;</li>
<li>Review and monitor monthly and annual financial reports;</li>
<li>Prepare and assure quality of project reports and papers for presentation at policy and academic forums and publication in the impact peer review journals</li>

<p>Master Degree in Agronomy, Soil Science or other related discipline with at least 3  years relevant work experience in GIS and remote-sensing; or</p>
<p>Recent PhD in Agronomy, Soil Science, and other related discipline with relevant experience in GIS and remote-sensing- at least 1 year experience</p>

Skills Required

<li>Has extensive proven technical proficiency in GIS and remote-sensing</li>
<li>Has experience in writing research papers and/or reports</li>

<li>Has experience with  Quality assurance</li>
<li>Has experience leading/supervising a team</li>
<li>Has excellent written and communication skills</li>
<li>Excellent verbal and written English language skills</li>
<li>Has experience in Synthetic Aperture Radar (SAR) remote-sensing</li>
<li>Has knowledge on equal opportunity, cultural, and gender diversity</li>
<li>Has knowledge on occupational health and safety</li>
<li>Can speak local language - Telegu</li>
