The International Rice Research Institute (IRRI) is the world’s premier research organization dedicated to reducing poverty and hunger through rice science; improving the health and welfare of rice farmers and consumers; and protecting the rice-growing environment for future generations. IRRI is an independent, non-profit, research and educational institute, founded in 1960 by the Ford and Rockefeller foundations with support from the Philippine government. The institute, headquartered in Los Baños, Philippines, has offices in 17 rice-growing countries in Asia and Africa, and over 1,000 staff.
The World Bank supported APART project is aim to increasing productivity and profitability of small and marginal farmers in rice-based cropping systems and facilitate agri-business investments, market access, and enable smallholder farmers and agro-entrepreneurs to produce crops resilient to recurrent floods or droughts in 16 districts of Assam. The incumbent will assist in developing work plan and facilitate the execution of planned activities in close coordination with Assam Agriculture University, Department of Agriculture and other stakeholders. S/he will be representing IRRI at various platforms within project region for knowledge sharing on key sustainable intensification technologies/interventions related to the project.
Under minimum supervision of IRRI Lead, Seed System and Senior Associate Scientist II and Resident Programme Coordinator, the incumbent will oversee the development activities of the seed project by providing guidance for proper planning, designing, data collection and analysis and information dissemination ensuring that progress and impact are efficiently tracked. Collaborate with Research and Development statutory bodies, government institutions, seed actors in North East India, particularly in Assam, for the sustainable production and delivery of new rice varieties and related knowledge with emphasis on those adapted to less favorable areas. Deliver seed roadmaps for newly released stress tolerant rice varieties and strategies for seed multiplication and rapid out scaling and implementation with NARES partners
This position will be based at the IRRI India Office in Guwahati, Assam.

Roles and Responsibilities
Develop and implement the relevant research to optimize processes that would facilitate the delivery and adoption of stress tolerant varieties in the field of seed upscaling and dissemination
Identify strategies for seed distribution to meet the project goals
Provide guidance and useful information in planning, designing, data collection and analysis to ensure that progress and impact are efficiently tracked
Analyze, pilot and incubate seed business models linking farmers to markets and improve farmers access to critical inputs of information, services and products in order to increase farmer incomes
Synchronize supply and demand by coordinating resources and ensuring that the production plan by private and public seed sectors are the same
Promote STRVs through innovative multiple partnerships to ensure seed sustainability
Collaborate with Research and Development statutory bodies, government institutions, seed actors in North East India, particularly Assam, for the production and distribution of new rice varieties and related knowledge, with emphasis on those adapted to less favorable areas
Secure and support networks of partners involved in seed production, out-scaling and marketing, including public and private sector companies, associations and extension systems.
Align with Monitoring and Evaluation and other concerned teams to ensure timely and periodic assessment of performance, efficiency and impact of Assam and related projects
Deliver seed road maps for newly released stress tolerant rice varieties and strategies for seed multiplication and rapid out scaling and implementation with NARES partners
Recommend new approaches and strategies to scale up the use of new varieties in eastern India particularly Assam in a sustainable fashion
Organize an effective process for documenting seed production and distribution through formal and informal seed systems in north east India with an emphasis to Assam
Monitor, documents and assess impact for sustainability models for seed production and delivery
PhD in Agriculture or other relevant disciplines and at least 1-2 years of relevant work experience or Master’s degree in Agriculture Sciences/business development or other relevant discipline with at least 5 years of experience in working in seed and allied sectors
Experience in developing or worked with stress tolerant rice varieties
Experience working in the seed sector
Excellent skills in project management tools, strategic planning and time management
Good knowledge of agricultural practices in India, specifically in North East
Experience in seed production, marketing, processing and postharvest management
Willingness to work in a wide range of project activities and be able to manage competing priorities
Strong English communication skills
Proficient in computer applications such as MS Office
Willingness to travel extensively
Has some experience with providing training on farming techniques
IRRI provides a house rent allowance of 40% of base pay per month.
A monthly transport allowances are provided to NRS as follows:
Job Level 4-5: INR 4,000
One hundred and thirteen percent (113 %) of employee’s base pay
Leave Travel Allowance (LTA)
One month base pay per annum1, on availing minimum 2 days of annual/home leave
